Community Development

The Community Development Department provides services in three areas: planning and zoning; building inspections; and transit. The City's planning staff works with the City Council, Planning Commission, and other City boards and commissions to plan for the City's future, guide the City's current growth and development, and put in place zoning standards that help to ensure that Shakopee remains an attractive and livable community. The City's inspection staff is responsible for making sure that new construction (whether it is a deck, new home, or new commercial building) meets the adopted building and fire code standards.

Multi-Purpose Planning & Zoning Application
For those applying for a variance, conditional use permit, rezoning, preliminary or final plat, planned unit development, vacation of easements, etc. The printed application will need to be completed and returned to City Hall with the appropriate attachments.

Building Inspections

New Minnesota Energy Codes
New energy codes and provisions took effect June 1,
2009. Some of the areas affected include radon, foundation insulation installation and efficiency, and mechanical equipment control. Learn more about the changes at www.dli.mn.gov/, www.revisor.leg.state.mn.us/rules/?id=1322, or www.revisor.leg.state.mn.us/rules/?id=1323.
Additional submittals are now required with a building permit application, as outlined in this Notice to Builders.

Notice of Erosion Control Escrow Change
Effective Jan. 1, 2009, the Erosion Control Escrow will be $1,000 for all residential and commercial building permits that require erosion control protection. The escrow will be collected at the time of building permit issuance.

Cost of Services Study
A comprehensive study of the cost of providing a range of building and development related services, for which the City charges a fee.  This study was conducted by Springstead, Inc. and adopted by the City Council in July of 2006.

 e-Permits
The e-permits site allows contractors and homeowners to complete the permit process entirely online, including payment of permit fees by credit card, for residential projects that don't require plan review.

Permit Applications
For those that don't meet the criteria for an e-permit or simply prefer to print a permit application, fill it out and return it to City Hall by mail or in person.
