Park Development Greenfield East/Park Meadows Community Park

This will be an "Active Use" park with ball fields, hockey/skating (with lighting), playground, warming/restroom building and parking. Final amenities and design will be guided by resident input during the design process.

This park site is located south of Thrush Street a half block east of Omega Drive.

October 14, 2011 Project Status

The park is near completion! The playground is installed and open to the neighborhood. The rest of the park has been seeded and sod will be installed in some areas within the next few weeks. Please stay off the seeded areas to give the grass a chance to grow. The City has not yet received word regarding the grant to assist in building the park shelter/warming house facility; therefore, the facility will not be built until 2012. In addition, the ball field and soccer field will not be available for use by any individual or group until the spring of 2013. We need to have sufficient turf establishment to deem these areas complete and usable.

The Shakopee School District construction class was going to assist the City install the hockey boards this fall; however, due to changes in curriculum, the students cannot assist the City until the spring. The Parks Department is currently completing the park shelter/warming house at Westminster Park and will try to install the board this fall if they are able. There is a possibility, however, that the hockey rink will not be complete until the spring of 2012. The City does intend to flood the pleasure rink area this winter.

You may also see that a few trees have been planted in the park. More trees will be planted in the spring. The trees planted were donated to the City by NASCAR and Raceway Park. For every green flag that was given during the races at Raceway Park this summer NASCAR donated a tree up to 100 trees. Raceway Park is one of three area tracks to receive these trees and has received 33 trees in which they donated to the new park!

August 10, 2011 Project Status

The park construction is on as scheduled. The rough grading of the park is complete and the amenities are laid out. Due to wet conditions, the work on the park was delayed for one week in early August. During the next few weeks, the stone will be installed and the paving and fencing installation will begin. The playground is set to be installed beginning Sept. 6, 2011.

June 23, 2011 Project Status

The City received three playground proposals that were reviewed by residents at a playground open house on June 22, 2011. See the playground proposal that was selected. (Note: actual colors are different than the proposal). The playground manufacturer chosen is Playworld Systems.

June 7, 2011 Project Status

The City Council awarded the park construction contract to Chard Tiling of Belle Plaine, MN for the amount of $596,975.44. Construction will begin June 20, 2011, with a completion date of Nov. 15, 2011. In order to remain within the budget, the following items were deducted from construction: 30 stalls of the parking lot; small, stand-alone structure; separate, half-court basketball court (basketball court will now be in the paved hockey rink); and the use of new lights for the hockey rink (recycled lights will be used).

April 21, 2011 Project Status

The City Council approved the Concept Plan C1, which includes one baseball field and one soccer field in addition to other amenities. See Concept Plan C1.   The project will now go out to bid for construction.

April 12, 2011 Project Status

On April 11, 2011, the Park and Recreation Advisory Board made a motion to recommend concept C2 with a 90 degree rotation to the east of the western ball field to the City Council. The City Council will review this recommendation at 7 p.m. on Tuesday, April 19, 2011.

March 24, 2011 Project Status
Following are the revised park plans for Greenfield East/Park Meadows Park that will be presented to the Parks and Recreation Advisory Board on Monday, March 28, 2011, at 7:00pm at City Hall. These plans incorporate our 2030 Comprehensive Plan and feedback received from all residents within the developments.  Specific questions can be directed to Jamie Polley, jpolley@ci.shakopee.mn.us prior to the PRAB meeting. 

Concept A Concept C

February 2011 Project Status
The City hired Bonestroo as the park designer for the Greenfield East/Park Meadows Park. The park will be designed and fully constructed in 2011 with an anticipated construction start date of June 8. Earlier this month, the design process began. Bonestroo will be presenting three concept plans to City staff for review. The concept design will then be reviewed at a neighborhood meeting. The neighborhood meeting for this park is set for Thursday, March 10 from 6:30pm to 7:30 p.m. at Sun Path Elementary School.  Please see the attached flier.  Notices have been sent out to the surrounding neighbors.  Bonestroo and City staff will seek comments from the neighborhood regarding the concept plan.  Following the neighborhood meeting any necessary revisions will be made and the concept plan will be presented to the Parks and Recreation Advisory Board on March 28 for further comment.

October 26, 2010 Project Status
The City Council approved moving funds into the Park Reserve (the fund that pays for the development of parks) to construct the park in 2011. This decision was made on a 4-1 vote with Council Lehman voting no. This decision will be finalized in December 2010 with the adoption of the 2011 and 2012 budgets. The Council sees the need for the development of these parks and has taken the first step to fund the construction. It is anticipated that the entire park within the Greenfield East/Park Meadows area will be constructed at one time and that a playground will be constructed initially in the Riverside Fields/Riverside Bluffs area due to the City not yet owning the entire park parcel. Design will begin in early 2011.  Residents will be notified of meetings where they will be able to provide input on the park.

August 2009 Project Status
The design and construction of this park is dependent upon park dedication fees. Once park dedication fees are obtained by the City, staff will begin meeting with the neighborhood to develop concept plans for the park. A date for design and construction is not set at this time. Designing and providing the residents with an amenity such as a playground at this park is a priority of the PRAB and the City Council.

February 2008 Project Status
This park design will begin in 2009 and there is a phased construction planned beginning in 2010. This project has had to be deferred from plans to construct it sooner due to the slowdown in construction activity, which funds park development.

July 2007 Project Status
This project is included in the current draft of the 2008-12 Capital Improvements Budget for 2008 construction. The final CIP will be approved by City Council in the fall.
 
Assuming  there are no changes, a neighborhood design process will begin in January 2008 to allow residents to provide input on the park design. Please check for updates in early January 2008 for more information on the first neighborhood meeting. The design, city approval and bidding process will take 3-4 months, allowing for summer construction of the park.
