The City of Shakopee is incorporated as a Plan A city under Chapter 412 of Minnesota State Statutes. The city provides services in the areas of public safety, parks and recreation, planning and zoning, building inspections, public works (streets, sanitary sewer and storm sewers) and general administration. Residents are served by the 40 sworn officers of the Shakopee Police Department and a 50 member paid-on-call fire department. The City of Shakopee also operates its own transit service, owns the newly constructed Shakopee Branch of the Scott County Library System, and maintains a community center for the use and enjoyment of residents. Water and electric services are provided by the municipally owned and independently operated .
The City of Shakopee is governed by the City Council, which is comprised of the Mayor and four City Councilors, who are elected at-large on a non-partisan basis. Daily operation of the City is performed by various departments under the supervision of the City Administrator. City services are provided by a staff of approximately 115 full-time, 100 part-time and more than 300 seasonal employees.
